Chicago State University received layoff notices in anticipation of inadequate funding. Eberhart, the Commissioner of Schools for Cook County. He convinced the County Commissioners to hold a teacher training institute in April 1. In March 1. 86. 7 the Cook County Board of Supervisors created a Normal school at Blue Island on a two- year experimental basis. Wentworth was the first principal. In 1. 86. 9, the school opened as a permanent institution in Englewood, then a village far beyond the outskirts of Chicago. After Wentworth died in 1. Colonel Francis Wayland Parker, a towering figure in the history of American education. Parker was an educational innovator who helped construct the philosophy of progressive education, which has decisively shaped American schooling over the past century. Dedicated to the proposition that the nature and interests of the child should determine curricular decisions, not vice versa, progressive reformers from the 1. Parker urged teachers to grant pupils the freedom to learn from their environment, to let curiosity rather than rewards or punishments provide their motivation, and to advance American democracy by democratizing their classrooms. John Dewey wrote in The New Republic in 1. Parker, . Parker's Talks on Pedagogics preceded Dewey's own School and Society by five years, and it is one of the foundational texts in the progressive movement. By the 1. 89. 0s, Cook County was unable to provide the requisite support for its Normal School. Since many graduates found employment in the Chicago Public Schools system, it was natural that the city would take over, though initially it was very resistant to the idea. In 1. 89. 7 the Chicago Board of Education assumed responsibility for what was now the Chicago Normal School. Shortly thereafter, Francis W. Parker, the school's renowned principal, resigned after the Board failed to implement the recommendations of a school system commission headed by William Rainey Harper of the University of Chicago. Tompkins was an Indiana Hegelian who introduced key reforms that helped mold the institution's philosophy. Tompkins declared his dissatisfaction with the practice school then used as a laboratory for student- teachers. He wanted instructors to gain real world experience in Chicago's public schools, and he encouraged their placement in poor, immigrant communities. From that point forward, the school would be characterized not just by its innovative pedagogical practices, but also by its commitment to expanding opportunity to underserved sectors of society. Early 2. 0th century. Young received a Ph. D under John Dewey at the University of Chicago, and after leaving Chicago Normal School served as Superintendent of the Chicago Public Schools system. She attempted to expand the curriculum to three years, but was stymied by the Board of Education. After Young left to become Superintendent in 1. William Bishop Owen became Principal of CNS. In 1. 91. 3, the school was renamed Chicago Normal College, with higher admissions standards and several new buildings gradually added to the campus. In 1. 92. 6, the College moved to a three- year curriculum, with heavier emphasis placed on traditional academic subjects as opposed to pedagogy. The school was an increasingly attractive educational avenue for Chicago's immigrant communities, who could get inexpensive preliminary schooling before transferring to a university. However, when the Great Depression began in 1. College to curtail its operations, and almost eventuated in its closing. In 1. 93. 2, the Board of Education budget shrank by $1. Pep rallies, publications, and the efforts of immigrant communities were all part of the mobilization in favor of continued operations. As the economy stabilized, the threat to dissolve the College receded, though it did not disappear. Meanwhile, interest in the school rose, as financial destitution forced many Chicago- area students to forgo residential institutions elsewhere for a commuter campus closer to home. In 1. 93. 8, the school again changed its name, this time to Chicago Teachers College to reflect the recent adoption of a four- year curriculum. Bartky had ambitious plans for invigorating instruction through a new commitment to the liberal arts and a doubling of the time devoted to practice teaching. In addition, a Master of Education degree was offered for the first time. However, Bartky's reforms were interrupted by the outbreak of World War II, which depleted the faculty and student body alike. Bartky himself enlisted in the Navy in 1. In his absence, the Chicago Board of Education reversed most of his curricular innovations. Cook's primary achievement was to convince the state of Illinois to take over funding of the College. The city was no longer able to fund the institution adequately, and in 1. Governor Adlai Stevenson signed legislation that reimbursed the Board of Education for its operating expenses on a permanent basis. In 1. 96. 5, Cook succeeded in convincing the state take responsibility for the College entirely. By the 1. 95. 0s, nearly 3. At the same time, three branches of Chicago Teachers College opened elsewhere in the city; these eventually became Northeastern Illinois University. During these years Chicago Teachers College and its branches educated a preponderance of the students who became Chicago Public School system teachers. Once the state of Illinois took over control of the institution, the student body and programs offered rapidly expanded. The college experienced two more name changes, becoming Chicago State College in 1. Chicago State University in 1. By the mid- 1. 96. Like many campuses, Chicago State College experienced a burst of student activism in 1. The administration responded by creating an African- American Studies program and cultural center. In 1. 97. 2, the university moved to its new location at 9. S. King Dr., between Burnside and Roseland. The state purchased the land from the Illinois Central Railroad and suspended classes for 2 weeks in November to complete the move. In January 1. 97. President Gerald Ford give the commencement address at graduation that summer. On July 1. 2, 1. 97. President Ford gave the commencement address at the ceremony held in the Arie Crown Theatre at Mc. Cormick Place and received an honorary doctor of laws degree. His replacement, Benjamin Alexander, was the institution's first African- American leader. Under Alexander's command the school received full 1. Alexander pushed hard to foster multiculturalism, as the African- American portion of the student body swelled from 6. These shifting demographics encouraged a debate over whether CSU should be considered a predominantly African- American institution, akin to the HBCUs (Historically Black Colleges and Universities) or whether it should retain a multicultural and multiracial identity. That debate has continued in some form ever since. President Benjamin Alexander hired Dr. Richey, a Tuskegee University graduate to become the first woman appointed head of athletics at a Co- educational College or University in the United States. Her Teams excelled during her first year as Athletic Director in 1. However, in the early 1. President Dolores Cross helped introduce a sharp increase in enrollment and retention. She urged faculty to personally call advisees and students who might be having problems. Enrollment rose 4. The Chicago Tribune dubbed Chicago State . Madhubuti established a writing center, now called the Gwendolyn Brooks Center for Black Literature and Creative Writing, which hosts a yearly conference and offers the only MFA degree in the country to focus on African American literature. Today it is directed by the poet Quraysh Ali Lansana. An Honor's College was established in 2. College of Pharmacy in 2. Daniel also oversaw the first doctoral program at CSU in Educational Leadership. The program produced its first graduates in 2. Special funds were procured to finance a textbook buying program for African schools and two new buildings: the University Library and the Emil and Patricia Jones Convocation Center. Controversies. After university president Elnora Daniel resigned under allegations of unjustified spending, the board of trustees began a search for her replacement. All but two of the faculty members who served on the search committee resigned in protest feeling their concerns were not addressed. Part of their concerns include a graduation rate of only 1. The decision was protested by several students and faculty, who openly booed the announcement, claiming that Watson's appointment was motivated by political considerations rather than the good of the students and faculty. In one case, a jury awarded a substantial verdict, which totaled over $3 million. The university has historically been the subject of criticism from legislators and accreditors for low graduation rates hovering between 1. Most of that money is paid for by Illinois taxpayers. According to an audit of the University by the Illinois Auditor General. Chicago State University also owes $3. The majority of that debt is owed to the state university retirement system pension plan. Jones Convocation Center. The arena hosts the Chicago State University Cougars basketball teams and replaces the Jacoby D. Dickens Athletic Center, which only had capacity to seat 2,5. Among sporting events, the convocation center houses concerts, conferences, and special city- wide events. The convocation center is unique among Illinois university athletic projects, because Chicago State University did not have to raise any money for the project. Jacoby Dickens Center. Dickens Center (JDC) is home of the Chicago State University Department of Intercollegiate Athletics.

Its membership is the largest of the three BSA divisions (Cub Scouting, Boy Scouting, and Venturing). Cub Scouting is part of the worldwide Scouting movement and aims to promote character development, citizenship training, and personal fitness. Ernest Thompson Seton had developed a prototype program he named Cub Scouts of America that was never implemented. West felt that having BSA divisions for younger boys (those under 1. In spite of this, unofficial programs for younger boys started around this time, under names such as Junior Troops or Cadet Corps. The BSA obtained the rights to Lord Baden- Powell's The Wolf Cub Handbook in 1. Wolf Cub programs starting in 1. This led to an issue with Daniel Carter Beard who felt that the use of the British book was nearly disloyal to the United States of America. West encouraged the formation of the Boy Rangers of America, a separate organization for boys eight through twelve based on an American Indian theme. The Boy Rangers used the Scout Law and their Chief Guide, Emerson Brooks, was a Boy Scout commissioner in Montclair, New Jersey. The BSA finally began some experimental Cub units in 1. The Cub Scout pack is sponsored by a community organization such as a business, service organization, school, labor group or religious institution. The chartered organization is responsible for selecting leadership, providing a meeting place and promoting a good program. The chartered organization representative is the liaison between the pack, the chartered organization, and the BSA. The pack meets once a month, providing a program for Cub Scouts, leaders, parents and other family members attending. The pack is led by a Cubmaster with one or more assistant Cubmasters. The pack committee is a group of adults, led by the pack committee chairman, who plan the pack program and activities and manage record keeping, finance, leadership recruitment and registration. The pack trainer is responsible for ensuring that all of the pack leaders are trained and for maintaining training records. Cub Scouts who join a pack are assigned to dens with six to eight members, usually based on age: Tiger Cubs (first grade), Wolf Cub Scouts (second grade), Bear Cub Scouts (third grade) and Webelos Scouts (fourth and fifth grades). Dens meet weekly under the direction of the adult den leader. A Cub Scout is elected to the denner position to provide basic leadership to the den. A Boy Scout, Varsity Scout or Venturer holding the den chief position may assist the den leader in activities. According to the Bear Cub Scout Book of 1. Webelos dens spend much of their time learning about Boy Scout customs, including the Scout Law and Oath. Many packs are formally associated with a Boy Scout troop for mutual support. The neckerchief, the neckerchief slide and the belt buckle uniforms are similar in basic design, they do vary in color and detail to identify the different divisions of Cub Scouts, Boy Scouts and Venturers. In all cases, shirts are tucked in. Youth uniforms. Bears wear the Cub Scout uniform and a cap with light blue panel with Bear logo. The light blue neckerchief and the neckerchief slide have the Bear logo. Webelos Scouts have a choice of uniforms: the Cub Scout uniform or the Boy Scout field uniform with blue shoulder loops. The Webelos cap is green with a plaid panel and the oval Webelos emblem; the plaid is made up of the Cub Scout blue and gold and the Boy Scout red and green. The neckerchief is plaid with the Webelos logo and is worn with the slide with Webelos emblem. The blue Cub Scout belt, using the Webelos belt buckle, is worn with the Cub Scout uniform. Scouts wearing the Boy Scout Uniform may choose to use the Webelos belt buckle with either the blue Cub Scout or the green Boy Scout belt; Cub Scout belt loop recognitions, however, fit only the blue belt. The Webelos den may elect to wear a den emblem in place of the den number; the patches are the same as the Boy Scout patrol patches. Scouter uniforms. Female leaders of dens below Webelos level have the option of the classic female Cub Scouter uniform with blue web belt. Leaders that wear the tan uniform shirt wear blue shoulder loops on the epaulets, Centennial or Switchbacks pants or shorts, and the Boy Scout web or leather belt. If a neckerchief is worn, male leaders wear the Cub Scout leader neckerchief (if he is a Tiger Cub leader or Cub Scout den leader or assistant den leader), Webelos leader neckerchief (if he is a Webelos den leader or assistant den leader), International adult neckerchief, National Eagle Scout Association neckerchief (if he earned the Eagle Scout rank as a youth), Wood Badge neckerchief, or Wood Badge Tartan neckerchief (if he has completed Wood Badge training), with the appropriate neckerchief slide or woggle. Pack leaders wear the olive visor cap. Den leaders wear the same visored cap as the youth they serve, if the den chooses to wear a cap. The Scouter dress uniform is appropriate for professional Scouters and all Scouting leaders on formal occasions. Advancement and recognition. Everything a Cub Scout does in the advancement program is intended to achieve these aims and aid in personal growth. On June 1, 2. 01. Cub Scouting changed the advancement system to an . Tiger, Wolf, and Bear Cubs earn activity belt loops for each completed adventure, while Webelos earn activity pins which can be worn on the cap or on the Webelos colors. Once the Bobcat badge requirements have been completed, the Cub Scout will continue with the age appropriate program. Cub Scouts at all three levels must complete six required adventures and one of thirteen elective adventures with his den or family, as well as completing age- specific cyber- safety exercises (called the Cyber Chip) and exercises to help prevent child abuse with his family. The Cyber Chip and abuse prevention requirements must be completed annually, although the Cyber Chip may be waived if the family does not have internet access at home or otherwise readily available. Initially, Webelos work toward the Webelos Badge. As with previous years, the Cyber Chip can be waived if the family does not have easy access to the internet. To earn the Arrow of Light, the Cub Scout must complete four required adventures, three of eighteen elective adventures. The Cyber Chip exercises can be waived if the family does not have easy access to the internet. The Arrow of Light award is the only Cub Scout award that can be worn on a Boy Scout uniform. Adults wear the square- knot version of the badge above the left pocket. Cub Scouts who earn the Arrow of Light are eligible to join a Boy Scout Troop at ten years of age instead of eleven. These are generally recognized by a medal and an embroidered square knot. Leader recognition. The Den Leader Award, the Scouter's Training Award, and the Cubmaster's Training Key are available. The pack overnighter is a pack- organized camping activity that provides Cub Scouts with positive outdoor experiences. Cub Scout day camp or twilight camp is an accredited, organized, one- to five- day program for Cub Scouts using trained leadership at an approved site, and is usually held during daylight or early evening hours, but not overnight. Cub Scout resident camp is an organized, accredited overnight camping program covering at least two nights and conducted under trained leadership in an established Scout camp operated by the council. The Webelos den overnight camp introduces the boy and his parent to the camping program, under the leadership of the Webelos den leader.
